The Former President's Progressive Alarm Overlooks The Continent's True Threat: Technological Decline.

The recent US national security strategy offers a misguided view of the European Union. It claims that unrestrained immigration and so-called "progressive" policies pose an existential threat to the continent's identity. However, this argument is based on a serious misreading of the reality. The actual danger facing Europe is not cultural but economic and technological backwardness.

The Stark Growth Divide Separating Europe and the US

Statistics paint a stark contrast. Between 2008 and 2023, US GDP grew by eighty-seven percent, compared to a paltry 13.5% increase for the EU. During this period, EU GDP per capita dropped from 76.5% to just half of the American figure. Remarkably, even the poorest US state now has a higher per capita income than major EU nations like France and Italy.

Today, roughly half of the world’s 50 largest technology firms are US-based, while a mere four are from Europe.

The Innovation Shortfall: A Critical Question

The growing disparity stems from stronger efficiency gains in the US, fueled by breakthroughs and better use of resources. The scene of global tech leadership is overwhelmingly American. Over the past five decades, 241 US firms have scaled into companies valued at over ten billion dollars, compared with only fourteen in the European continent.

This disparity raises a pressing issue: As the competition for tomorrow's sectors like semiconductors, AI, and quantum computing, what is Europe stand? Most analysts agree it is largely a contest between two between the United States and China, with European nations starting at a clear disadvantage.

Underlying Factors of Europe's Innovation Gap

A number of key factors explain this technological divide.

  • Venture Capital: The US boasts a much more robust and agile system for funding startups. Europe still lacks a genuine capital markets union, which caps the growth potential of new firms.
  • Regulatory Fragmentation: Complex and divided regulation hamper European business. A US startup can introduce a service under one set of laws to access a consumer base of over 330 million. The European Union, despite a bigger population, is divided among twenty-seven different national regimes, creating significant internal barriers.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure vary greatly. In some EU nations, a startup's collapse was historically viewed with penalties, whereas in the US, it is often considered a valuable lesson.
  • Military Investment: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. Europe's long-term lack of spending in defense has weakened its capacity for pioneering research.

The Road Ahead: Reasons for Hopefulness

Despite these challenges, there are causes for hope. European leaders are growing more conscious of the existential challenge and have started to advance substantial change. Key reports on European competitiveness and the internal market highlight the necessity of major reforms.

Given appropriate incentives and regulatory reforms, Europe's strengths could support far greater degrees of business-led breakthroughs.

The continent still possesses significant advantages: skilled workforce, excellent schools and universities, and world-class research institutions. Coupled with a vast domestic consumer base and substantial household savings, these elements have the potential to trigger a new wave of venture creation.

Importantly, even if the EU does not become the leader in creating next-generation technologies, it can still significantly boost economic output by adopting and adapting advancements from elsewhere.

An Inflection Point

Europe now stands at a critical moment. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". So far, the continent's slide in innovation has been steady. But, if it fails to take decisive action to tackle its structural weaknesses, today's gradual weakening could give way to a rapid and permanent loss of world influence.
